While there is almost universal agreement that the Clinton Administration has gotten off to a very rocky start, the perceived severity of the problems seems directly proportional to one's proximity to Washington. While polls show that there is a fairly significant level of anxiety and disappointment among rank-and-file voters across America, it's the Beltway insiders who seem to be most critical of the Administration's performance to date. Among Congressional Democrats and veteran campaign operatives in particular, the nervousness, fueled by what they've witnessed during these first 120 days, is even greater. The question is whether Washington insiders are a leading or lagging indicator to the Clinton Administration's future. Are they out of touch? Or do they have a better vantage point to see problems arising?
