The last week has been a tumultuous one for the Clinton Administration, but perhaps it's only a fitting ending to what has been a roller coaster year. With the president's strong post-NAFTA surge in the polls followed shortly afterward by a rash of highly negative stories related to allegations of extra-marital activities and renewed questions about his ties to a failed Arkansas savings and loan, this first year of a never-a-dull-moment presidency is leaving participants and observers alike fatigued and shell-shocked.
