Retirements and redistricting, coupled with an anti-incumbent mood exacerbated by the House bank and related scandals and a public perception of legislative gridlock in Washington,are all converging to make 1992 the most turbulent in the history of modern Congressional politics. Some statistical records set in House elections have already been broken and others are sure to fall as the election cycle progresses, all foreboding signs the 103rd Congress will look dramatically different from the 102nd.
