Just 30 days ago, Bill Clinton was completing the most successful month of his young Presidency, having entered September with a 44-percent job approval rating in the Gallup poll and closing the month with a 56-percent approval rating. Similarly, his disapproval scores declined from 47 percent to 36 percent during the same period. By the end of October, the President's popularity had fallen rather sharply (even before the November 3 off-year elections setback).
