With Ross Perot's post-debate surge now over, the presidential race seems to have stabilized with Arkansas Gov. Bill Clinton holding a 5- to 12-point lead overPresident Bush in most polls. There appears to be some closing in the tracking, but that is to be expected at this stage. We now expect Clinton to win with a margin of slightly less than the 53 percent to 47 percent victory that Bush received over Gov. Michael Dukakis in 1988.
