
The most exclusive club in Congress might be the class of members who represent crossover districts — those who won elections in seats carried by the opposing party’s presidential nominee.
Just sixteen lawmakers now represent crossover districts: three Republicans hold seats that Kamala Harris carried, and 13 Democrats hold seats that Donald Trump carried. This matches the record low number of crossover districts set in 2020 — and sets a record for the lowest number of Republicans who hold seats carried by Democratic presidential nominees.
These members will be among the most vulnerable in the country in 2026, and their ability to continue winning reelection in difficult seats will determine which party wins control of the House. Democrats only need to net three seats to take back the chamber, but their need to defend more than a dozen of these crossover districts complicates their path to the majority.
