DAVIS, Rodney, a Representative from Illinois; born in Des Moines, Polk County,
Iowa, January 5, 1970; attended the public schools in Taylorville, Ill.; B.A.,
Millikin University, Decatur, Ill., 1992; staff, Illinois secretary of state,
1992-1996; unsuccessful candidate for election to the Illinois state house of
representatives in 1996; staff, United States Representative John M. Shimkus of
Illinois, 1997-2012; unsuccessful candidate for mayor of Taylorville, Ill., in
2001; elected as a Republican to the One Hundred Thirteenth and to the two
succeeding Congresses (January 3, 2013-present).

After coming 1,058 votes short against Davis in 2018, Democrat Betsy Dirksen Londrigan has predicated her 2020 path to victory on boosting student turnout at the major universities in the 13th CD, including the University of Illinois at Urbana-Champaign (enrollment 49,000), Illinois State University (20,000) and SIU-Edwardsville (13,000). But now that path is in jeopardy.
All three institutions have reopened campuses for the fall, but it's not clear how many students will ultimately register to vote in the 13th CD (as opposed to their home addresses) and how many will vote. Londrigan's $2.2 million keeps her very much in the game. But Davis, who tested positive for COVID-19 over the summer and warned his own party "don't be stupid," might now be a slight favorite.
