HORSFORD, Steven, a Representative from Nevada; born in Las Vegas, Clark County, Nev., April 29, 1973; graduated from Clark High School, Las Vegas, Nev.; attended University of Nevada, Reno, Nev.; professional advocate; business executive; member of the Nevada state senate, 2004-2012; majority leader, 2009-2012; elected as a Democrat to the One Hundred Thirteenth Congress (January 3, 2013-January 3, 2015); unsuccessful candidate for reelection to the One Hundred Fourteenth Congress in 2014; elected as a Democrat to the One Hundred Sixteenth Congress (January 3, 2019-present).

NV-04: Steven Horsford (D) - South central: northern Las Vegas suburbs
Likely Democratic. When freshman Democratic Rep. Ruben Kihuen announced he wouldn't seek reelection in 2018 under allegations he sexually harassed a campaign aide, Horsford took advantage of the opening to reclaim the seat he lost to Republican Cresent Hardy in 2014. In a race between comeback seekers, Horsford rode the "blue wave" and topped Hardy 52 percent to 44 percent.
Republicans will be hard-pressed to compete in 2020 given that the 4th CD is now just 47 percent white and voted for Hillary Clinton 50 percent to 45 percent in 2016. Still, they could have an interesting candidate in realtor and 2014 Miss Nevada Lisa Song Sutton, who raised $129,000. She must first get past former Assemblyman Jim Marchant, insurance agent Sam Peters and others in the June GOP primary.
