Mooney, a former Maryland state senator, trekked across the Potomac River to run for this open seat in 2014, raised more money than all of his primary opponents and won the general 47 percent to 44 percent. Democrats still haven't gotten over his "adoption" of West Virginia. But in 2018, Democrat Talley Sergent spent $673,000 and Mooney still won 54 percent to 43 percent.
Democrats simply aren't competitive anymore in any of the state's three districts. But Republicans are slated to lose a seat when West Virginia condenses from three to two seats after the 2020 Census. The 2nd CD, snaking through the middle of the state, could get chopped up between the 1st and 3rd CDs. In that scenario, Mooney could run for the northern 1st CD if Rep. David McKinley retires.
