31, 1946; graduated from Baltimore City College, Baltimore, Md., 1963; attended
University of Maryland, College Park, Md.; J.D., University of Baltimore School
of Law, Baltimore, Md., 1970; lawyer, private practice; assistant Maryland
states attorney, 1972-1980; member of the Baltimore County, Md., county
council, 1985-1994; delegate, Democrat National Convention, 1996 and 2000;
Baltimore, Md., county executive, 1994-2002; elected as a Democrat to the One
Hundred Eighth and to the seven succeeding Congresses (January 3,
2003-present).
