Harvard University, Cambridge, Mass., 1987; assistant attorney general, office of the Massachusetts attorney general, 1987-1989; professor, American University Washington College of Law, Washington, D.C., 1990-2017; member of the Maryland state senate, 2007-2016, majority whip, 2012-2016; elected as a Democrat to the One Hundred Fifteenth Congress (January 3, 2017-present).
