Although the special elections will hardly prove barometers of the strength of either Clinton or the Democratic party, the President will have to regain control of the political agenda in the coming weeks, or face both the prospect of tackling immense national problems in the wake of the shortest honeymoon of any elected President in modern history and a potentially hostile electorate who may exact their pound of flesh at the polls in 1994.
