Diego, Calif., 1991-1996; member of the San Diego, Calif., city council,
2000-2008; president of the San Diego, Calif., city council, 2006-2008;
commissioner, San Diego unified port district, 2009-2012; elected as a Democrat
to the One Hundred Thirteenth and to the two succeeding Congresses (January 3,
2013-present).
