As 1998 comes to an end, it leaves behind what surely must he the most politically tumultuous year since 1968. A President impeached. A House Speaker pushed out of office. The Speaker's replacement stepping aside even before taking office after a scandal emerges from his past. The President's party gaining House seats in a midterm election for the first time since 1934 as well as for the first, second-term, midterm election since 1822. At one point this month, America was bombing a foreign country, impeaching a President and watching a House Speaker-designate resign all on the same day.
