Alabama has sent a lopsided 6R-1D delegation to the House since 2010, owing to Republican-passed maps that have increasingly packed Black voters into the 55% Black Birmingham-to-Montgomery 7th CD and eliminated partisan competition. In January 2022, a three-judge federal panel struck down the latest plan for failing to draw two Black majority districts, but the Supreme Court stayed the ruling and allowed the GOP plan to proceed last fall. The only threat to GOP domination would come if the Supreme Court interprets the Voting Rights Act to require a second Black district, but that would be a surprise given the court’s conservative bent. A decision in Merrill v. Milligan is expected by June.
