On November 12, Montana's five-member commission approved a GOP proposal that excludes Helena from the new western 1st CD, likely resulting in a 2R-0D split. Under the new lines, the 1st CD would have been Trump +7 in 2020. Tie-breaking commissioner Maylinn Smith's vote in favor of the GOP plan surprised some Democrats, who hoped that Helena, Bozeman and Missoula would be combined to form a more competitive Trump +2 seat. GOP Rep. Matt Rosendale (MT-AL) lives in the safe Republican eastern 2nd CD and will continue to run there, while former Interior Secretary and Rep. Ryan Zinke, former flight surgeon
