On Monday, court-appointed special master Jonathan Cervas submitted a new proposal for New York's congressional districts to an Upstate court overseeing the process after the state's top court threw out the Democratic legislature's map as a partisan gerrymander in violation of the state constitution. And although it's not the worst-case scenario for Democrats, it could seriously expand GOP opportunities in a "red wave."
Under the accelerated remedial process, there is a brief three-day window for parties and the public to submit comments on the preliminary plan, and Cervas must submit a final plan to the court this Friday. The state's primary has been delayed to August 23.
It's going to take a few days for the dust to settle. But there could be up to six competitive seats under these lines this fall, which could swing the state's delegation from 19D-8R to as narrow as 16D-10R or even 15D-11R if Republicans have a stellar year. In particular, Democrats are at risk of losing the 3rd CD on Long Island and the 18th and 19th CDs in the Hudson Valley,
