David Cicilline's unpopularity has seriously jeopardized his party's chances of holding onto what should be a very safe seat. Early last year, in the months after the former Providence Mayor was sworn into the House, news that Cicilline had presided over rampant over-spending in the city caused his approval rating to plunge. But new evidence that Cicilline's standing has not recovered, combined with a strong financial start by GOP former State Police Superintendent Brendan Doherty, have moved this race to the Toss Up column.
