Fewer than 100 days remain until the November 3 election and the Congressional and gubernatorial landscape seems unbelievably calm, despite the turmoil surrounding President Clinton. The year began with the two parties pretty much at equilibrium, House Democrats had a run of good fortune during April and May, then things moved back to dead center in June and July. At this point, neither party has a material advantage over the other in terms of national political dynamics. All signs point to very much a status quo election.
