In our last issue, we wrote that "the retirement question must terrify Democratic strategists as they plan for the 1996 campaign." That observation is proving to be true, at least in the Senate, where retirement decisions and announcements usually are made much earlier than in the House. In that chamber, Democrats are waiting anxiously to see if the other shoe drops—if the exodus of Senate Democrats will spur departures from their ranks as well.
