District-Level Population Analysis Redistricting OutlookPennsylvania is as deadlocked as they come: Democratic Gov. Tom Wolf is constantly at war with a Republican legislature, and its House delegation is tied at nine seats apiece. Now, with the state set to collapse from 18 to 17 seats owing to sluggish population growth, courts may have to resolve a redistricting impasse — and one side must end up with the short end of the stick.
This wouldn't be a new role for the Pennsylvania Supreme Court: in 2018, they ordered the most radical mid-decade redistricting of the past ten years — a decision that helped Democrats take back the House majority that year.
