House Editor David Wasserman writes: On September 26, Hawaii completed redistricting when the state Reapportionment Commission passed a plan to shift roughly 20,000 people from the 2nd CD to the 1st CD. Conveniently, one of those people just happened to be 1st CD Democratic Rep. Colleen Hanabusa. Theoretically, the shift might help an Outer Islands candidate in the all-important Democratic primary for the 2nd CD, but former Honolulu Mayor Mufi Hannemann and Honolulu Councilwoman Tulsi Gabbard begin the race with a head start. In Honolulu, Hanabusa begins her rematch against GOP former Rep. Charles Djou with a big advantage.
