The anti-incumbent mood that had been building through much of the last year, only to be eclipsed by the Persian Gulf crisis in late July and August, appears to be back. News accounts of the government grinding to a halt as a result of the inability of Congress and the Bush Administration to produce a budget seems to have crystallized the anti-incumbent sentiment to a degree that we had not seen earlier this year.
